Contribution fee

According to the law n. 266/2005, the Authority for the Supervision of Public Contracts for works services and supplies charges economic operators and contracting authorities with a contribution fee, calculated on the basis of the value of the contract, as described in table below:

For each call for competition, contracting authorities are required to ask for an identification code (CIG - Codice Identificativo Gara) to the Authority, to be reported in contract notice or in the letter of invitation, however named (see Deliberation 26.01.2006).   

The following cases are excluded from the payment of the contribution fee and from the procedure to request the CIG :

  • Contract notice for electricity, gas or water sectors;
  • Selection of a private partner for a public-private entity;
  • Public Procurement ex-Articles 16, 17 and 18 of the Code.

For foreign operators the contribution fee can be paid by international bank transfer:

  • The national tax code
  • The CIG number (identification code of tender), to identify the procedure

The identification code (CIG) system has become an important instrument to follow the various stages of the public procurement procedures, as well a tool to increase the transparency in the sector. This role is explicitly recognized in the recent law against organized crime infiltration in public procurement.
